This evening, during a ERA TV broadcast, H. Omelchenko stated that firearms had been brought from Sevastopol to Donetsk to be used by armed groups in Kyiv on December 27-28. The aim of the planned terrorism is to provoke violence and provide a pretext for declaring a state of emergency and subsequently prolonging Kuchma’s plenary powers.

These groups are what Yanukovych referred to when he spoke about “self-defense squads.” Interior Ministry leadership knows about the operation, but they have taken a position of noninterference.

30 squads of 30 people, the members of which are mostly criminals and sportsmen, have already been prepared. Each group is headed by a Berkut special forces officer. The squads are currently equipped with 30% of the weapons planned. Omelchenko made the complete list of arms public.

Yanukovych is also aware of the operation and is afraid to launch it, but those close to him, including Akhmetov and Kluyev, insist on its realization. The arms have been purchased from the Russian Federation's Black Sea Fleet. L. Kuchma also has knowledge of the plans, as does V. Putin. Omelchenko addressed Putin, demanding that he take immediate steps with the Black Sea Fleet's leadership.

This morning, Omelchenko contacted a Kluyev aide, warning him about the possible consequences.

Omelchenko intends to speak to Smeshko, the Head of Ukrainian Security Service, on Monday to initiate an immediate investigation and to take appropriate actions. He will also try contacting Yanukovych. He appealed to Yanukovych during the broadcast, and said that as a religious man, he must stop and not cross the line.

During the broadcast Omelchenko deliberately spoke Russian so that he could be understood without translation by viewers in Russia.
