Luhansk Officials Are Planning “Black Elections"

Well-informed sources say that the Luhansk governor’s office held a meeting regarding the December election's preparation.

Mayors of most of region's mayors, governors, the prosecutor of Luhansk oblast (S. Stos), the head of region’s court (L. Fesenko), the head of the regional tax administration (A. Antipov), and an interior ministry representative attended the meeting. There is no information regarding the presence of an SBU representative.

A 24-point falsification program was approved at the meeting. This program is meant to control the voting process and involves managers of local businesses; city, town and village councils; local prosecutors; police officers of all ranks; and tax administration staff. Governor Akhromkin of Perevalskyj district was acknowledged as a successful falsifier in Yanukovich’s advantage during the previous run-off. A great deal of attention was paid to “inserting reliable people” into the district and territorial electoral commissions, as well as bribing and threatening other commission members who represent Yushchenko.

V. Ivanov, the governor’s deputy and Yanukovich’s unofficial regional campaign manager, instructed that the campaign be intensified. Thus, the green light was given to the usage of such terms as “fascists,” “SS,” and “Banderites.” According to Ivanov, close attention to the opponent’s advertisements should be paid and direct contacts with Yushchenko’s campaigners should be made. Participants of the meeting also expressed their dissatisfaction with the bad planning of the provocation on November 29, when Yushchenko’s supporters were beaten up near the Taras Shevchenko monument in Luhansk.

The needed to strengthen control over forming “people’s committees” staffed by miners, commissioned military personnel, police forces and tax inspectors was discussed. The total number of recruits should be 120,000 people, with division by cities and towns. Luhansk factory “Lutri” is hastily producing the committee’s emblems and armbands.

In addition, a takeover in Kyiv within the three days after the elections was specifically discussed at the closed session in governor Efremov’s office. Material and informational support for the coup d'etat is provided and controlled directly by deputy governor Ivanov.

What a “democratic” election! Obviously, all these endeavors would not be possible without personal authorization by L.Kuchma.
