International observers: Declaration about the election process in the Donetsk region

We, international observers of the ENEMO (European Network of Election Monitoring Organizations)signed below, were witnesses of coarse violations of the election motion in the Donetsk region. They are expressed in the following list:
1. Official observers and members of regional election commissions were removed after the first round of the presidential elections under the threat of use of a physical force.
2. The number of voters included in the election lists were increased almost on 10% comparing with the list of the first round of elections.
3. After visiting the elections polls we did not fix the number of people who actually voted which was finally officially announced by the Central Election Committee.
4. We have fixed numerous cases of voting by the same people, which used ballots of other people.
5. In the special election polls (hospitals, etc.) ballots without numbers of voting polls were used.
6. At many polls the number of people voted at home reached 20% of the total amount. The number of real applications asking for "moving ballot-boxes" was reasonably smaller.
7. After opening ballot-boxes a certain number of ballots together with non-separated control tickets was found. It indicates that some number of ballots was directly thrown in the urns.
8. During the count of ballots the votes given for Yushchenko or again both
candidates were summed up to the votes for Yanukovich. It can be EASILY RECOGNIZED during a secondary check in the regional voting polls.
9. During the election process people who were not members of election comittees were present in the election polls. .
10. On the level of regional election committees there were cases of
rewriting the election protocols, where the results of elections was changed.
After stating this we regret to confess, the the elections in the Donetsk region could not be called free, fair and those which correspond the international norms of democracy.
We consider that in order to eliminate the fixed infrigements in is at
least necessary to provide a secondary count of votes for Yushchenko and against both candidates, which were counted as votes for Yanukovich and by checking the lists of people, who really belongs to a given voting poll in the lists of the second round of election in order to eliminate people who are dead and those who did not vote.
Comment of the translator: The Donetsk region is the most populated region in Ukraine. Due to the official results of the Central Election Committee 3 711 606 people took part in the presidential elections in this region (what makes 96,65% of all people included in the lists in the Donetsk region) 96.20 gave their votes for Victor Yanukovich. The total advantage of votes for Victor Yanukovich, which was announced by the Central Election Committee is less than 800 000. Therefore the manipulation at the Donetsk
region alone would be enough to change the total result of the presidential elections.
