This coincidentally, is also the same right denied to my friend and colleague Terry Hallman who has often posted here. In 1999 he moved to Tomsk, Siberia and was successful in leveraging a development project for the region which brought many people into employment though creation of small business.

While there, he'd been pressured by a minor FSB official to get a bribe from a potential investor. He refused, and as a result found himself blacklisted when attempting to return to his common-law wife and her child. They have been apart since 2003.
